His Majesty King Hamad bin Isa Al-Khalifa, of Bahrain issued on 26th September 2005 Royal Decree No. (63) for the year 2005 incorporating the National Oil & Gas Authority. The Decree reads as follows:
“In pursuance of the Constitution; in pursuance of Decree-Law No. (25) for the year 1980 with respect to the formation of the Supreme Oil Council; in pursuance of Decree No. (9) for the year 2000 in respect of the formation and regulation of the Economic Development Board, as amended; in pursuance of Decree No. (38) for the year 2003 with respect to the formation of the Natural Gas Committee; upon approval of the Council of Ministers; and in accordance with a recommendation submitted by the Prime Minister;(Have decreed as Follows).
Article 1
There shall be established a National Oil & Gas Authority, reporting to the Prime Minister. The Authority shall substitute the Ministry of Oil in handling all its functions, and all allocations apportioned in the State’s Public Budget to the Ministry, as well as the Ministry’s rights and obligations, shall revert to the Authority. All members of staff of the Ministry shall be transferred to the Authority at the same status, grades, allowances and financial prerogatives established for them.
Article 2
The Authority shall have a six-member Board of Directors under the chairmanship of a Minister, who shall be appointed by Decree.
Article 3
The Chairman of the Board shall be an ex-officio member of the Economic Development Board.
Article 4
The Prime Minister and the Ministers, each within his/her own jurisdiction shall implement this Decree which shall come into effect as from the date of its issue and be published in the Official Gazette.”
